About CCS Provider Services

We are dedicated to assisting CCS contracted providers with training, technical assistance and mentoring.

Workforce Solutions Borderplex Childcare Services (CCS) serves El Paso, Brewster, Culberson, Hudspeth, Jeff Davis, and Presidio Counties. Contracted providers must be licensed child care centers, licensed family child care homes, registered homes, and relative child care providers. CCS has an average of 370 providers contracted per month.

Provider Specialists are active in the community.  They promote community involvement with early childhood agencies for the advocacy of children, make presentations, and attend events and fairs to promote the CCS Provider Services program.  Our specialists mentor National Accredited and potential/ Texas Rising Star providers.

Contracted Providers

As a CCS contracted provider you agree to accept referrals for children whose child care is subsidized by the State.  You are required to use the Child Care Automated Attendance program (CCAA).  The CCAA system is an attendance reporting program for parents to record daily attendance for their child.   As a provider, you are responsible to make available the equipment parents need to record their child’s daily attendance.

Parents are required to record attendance for each day that care is authorized. Any days not recorded by the parent will be converted to an absence. You will be paid for all days a CCS child is enrolled, whether present or absent. If the parent is unable to record attendance due to not having a card or a system issue and the child is present, the provider should submit the attendance information to CCS  Finance department within 5 calendar days. Texas Rising Star Program (TRS)

Texas Rising Star i

s a quality rating and improvement system for Texas early childhood programs. The TRS program includes three levels of quality designation—2-star, 3-star, and 4-star. Ratings are based on provider meeting the required measures for the star level of 2, 3, or 4. The score of the points-based measures will determine the star level for each category. Points-based measures are scored, and points awarded for them, through on-site assessments. CCS program has an average of 68 providers within these levels. The Provider Specialists mentors to provide continuous support, to assist providers to maintain their standards for their TRS Bi-Annual assessment and recertification. Technical assistance is provided to providers through observations and requests. We provide equipment and supplies, training, and educational support. Scholarships are provided to directors and staff who are interested in a Child Development Associates degree, Child Development Certificate Program or to take a course in child development through El Paso Community College for upcoming semesters.
