JOB SUMMARY
Under general supervision, perform high-level procurement duties purchasing commodities and services, usually within a specialized procurement activity. Act as liaison between department and contractor in case of disputes, clarifications and complaints. Responsible for assessing vendors, negotiate new deals and renegotiate expiring contracts, and place orders for products and services. Ensures purchases are made in a timely, efficient and cost effective manner. Provide assistance, training and direction to professional, technical and clerical staff. Responsible for ensuring department receives timely delivery of goods and services.
EDUCATION
A Bachelor’s degree in business or public administration and one; or an Associate’s degree in business or public administration. Texas Contract Development Certification preferred.
EXPERIENCE
One (1) year of buyer experience preparing written specifications or experience maintaining or implementing automated procurement systems; or preparing formal solicitations and purchasing contracts; or managing purchasing contracts. Two (2) years of buyer experience, or experience maintaining or implementing automated procurement systems or preparing formal solicitations and contracts, or managing contracts or inventories.
OTHER REQUIREMENTS
Considerable knowledge of centralized purchasing principles, practices and methods. Considerable knowledge of data gathering and research methods and techniques. Application of good knowledge of procurement issues and concerns, trend studies and techniques. Good knowledge of bid development principles and practices. Good knowledge of municipal, state and federal codes, policies, regulations and statutes related to purchasing and contract compliance. Some knowledge of computer hardware, software and peripherals related to automated purchasing inventorying systems and spreadsheet applications. Some knowledge of cost and price analyses. Able to conduct research, compile data, develop cost and price data, analyze findings, identify key issues and prepare professional recommendations. Able to explain city, state and federal purchasing ordinances and policies. Make arithmetical computations with speed and accuracy. Clear, concise oral and written communication to prepare and present reports to management, departments, vendors, suppliers, and private industry representatives. Establish and maintain effective working relationships with coworkers, officials, agency departments, contractors, regulatory agencies and the general public. Ability to multitask and prioritize daily workload.
